What requirement must be filled to apply for the visa?

If you are outside the United States, you should contact the Consulate or the US Embassy within your jurisdiction. If you are within the United States, you must fill out form I-539, the form for the change of nonimmigrant status, and supplement A and pay the established fee, you must pay a fee for the fingerprints along with the application. They must follow the additional instructions found in Supplement A of form I-539.
